Duties: CZM serves as the lead policy and planning agency on coastal and ocean issues for EEA. Through pending legislation or other enabling vehicle, EEA, with CZM as its lead, will be engaging in comprehensive, integrated ocean planning and management. The Commonwealth will be the first state in the Nation to engage in such efforts.

The Ocean Policy and Planning Manager provides critical policy, long range planning functions for the Massachusetts Office of Coastal Zone Management and the Executive Office of Energy & Environmental Affairs.

This position will lead this CZM program as part of the state agency charged with coastal and ocean management. Key responsibilities include: strategic planning and policy development and review; including strategic implemention of the Ocean Management Task Force recommendations; managing the efforts of an inter-agency ocean planning team; in coordination with the Massachusetts Ocean Partnership, federal agencies, NGOs, other partnerships and private sector; and assisting in review of ocean policy projects.

1. Policy Development – Assist the CZM Director in leading strategic policy development and program implementation for comprehensive ocean management: (30%) • Research and assist in the review of relevant state laws, regulations and policies with coastal and ocean applications to identify appropriate modifications, efficiencies and enhancements necessary to develop new ocean policy. • Design and implement an “advocacy planning” process to seek input from ocean-use sectors for present and future use needs and develop standards for evaluation. • Develop of metrics to gauge success relative to the stated principles (performance standards) that include ecological significance as well as socioeconomic considerations.

2. Program Management – Oversee the internal and external relationship of CZM and partners in regional and statewide ocean governance. (30%) • Lead in the development of Terms of Reference for Executive Inter-Agency Ocean Conservation and Planning Directorate (charge and expected outcomes). • Lead development of Terms of Reference for Coastal and Ocean Science Team including the charge to identify linkages and opportunities for enhanced coordination of research and monitoring.

3. Staff Supervision – Provide direct supervision of the following staff: (20%) • Ocean Management Analyst (EA III), Marine Ecologist (EA III), BUAR Director (RP V). Provide joint supervision of Marine Spatial Planner (EDSP III).

4. Communications — Keep CZM and EEA management fully informed of project management and milestones. (10%) • Develop an ocean management outreach plan including the creation of agreements with scientific and funding partnerships to forward the goals of this strategic plan. • Plan for and implement workshops on marine spatial planning and ocean management. • Assist Director in the coordination of CZM involvement in NROC, GOMC, MOP, NEP boards, NERACOOS and public/private partnerships on ocean management. • Help lead in the integration of state efforts and realization of efficiencies, including the Division of Marine Fisheries.

5. CZM Policies and Program Plan – Assist Director and Assistant Director in ensuring ocean management efforts are consistent with CZM coastal policies and that CZM program plans incorporate marine spatial planning as a means to ecosystem-based management. (5%)

The successful Ocean Services Manager will be required to interact and negotiate with state and federal regulatory agencies as well as business and stakeholders including environmental advocacy groups. The manager will develop a first-in-the-nation program with very little precedent or legislative guidance, and, as such, the entire process from start to finish will be complex, difficult, and challenging.

The Ocean Policy and Planning Manager will interact with other high-level policy makers including the executive and legislative branches, municipal and federal agencies.

The Ocean Policy and Planning Manager regularly deals with CZM staff, EEA, other state agencies, federal agencies, NGOs, private interests, and the general public.

SUPERVISION RECEIVED:

The Ocean Policy and Planning Manager will report directly to the CZM Director.

Qualifications: MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five years of full-time, or equivalent part-time, supervisory or managerial experience in business administration, business management, or public administration. SPECIAL REQUIREMENTS: None.

Preferred Qualifications: An Environmental Policy, Science, or Management Master’s degree with focus in Coastal or Ocean Policy and Science with expertise and knowledge in contemporary principles of coastal zone management is preferred and five or more years of professional experience in coastal or ocean policy, planning, management.

Successful candidate will be experienced in developing and implementing public policy related to coastal issues, will be a motivated and creative thinker, will be a strong writer and communicator, and will be able to function both independently and as part of a team under a heavy workload. The position will require in-state travel and periodic night meetings.

A seasoned Public Policy Writer with the expertise necessary to design, establish and implement an ocean management program in MA that includes long-range policy planning for comprehensive and rationally-based decisions on ocean uses within the Commonwealths territorial waters.

Comments: Salary is commensurate with experience.

MOPF Overview The Massachusetts Ocean Partnership Fund (MOPF) is a newly established public-private partnership created to advance integrated multi-use ocean management in support of sustainable marine industries and ecosystem stewardship leading to resilient and productive ocean ecosystems in MA state waters. Initiated in 2006 with support from the Gordon and Betty Moore Foundation, MOPF partners - including government decision makers, marine-dependent industry, scientists, and conservation and education organizations - developed a Five Year Strategic Plan to foster collaborative problem solving on ocean management issues and develop information, tools and processes to improve the integration of science with management decision making. Position Summary As a member of MOPF’s 4-6 staff team, the SPM will manage MOPF programs to improve integration of science with ocean management decision making by supporting partnership efforts to develop a statewide ocean data network, ecological and economic decision support tools and indicators of the ocean’s capacity to provide ecosystem services. The Massachusetts Ocean Partnership Fund (MOPF) is seeking an Administrative Coordinator (AC); the position will be based in Boston, Massachusetts.

MOPF Overview The Massachusetts Ocean Partnership Fund (MOPF) is a newly established public-private partnership created to advance integrated multi-use ocean management in support of sustainable marine industries and ecosystem stewardship leading to resilient and productive ocean ecosystems in MA state waters. Initiated in 2006 with support from the Gordon and Betty Moore Foundation, MOPF partners - including government decision makers, marine-dependent industry, scientists, and conservation and education organizations - developed a Five Year Strategic Plan to foster collaborative problem solving on ocean management issues and develop information, tools and processes to improve the integration of science with management decision making. Position Summary As a member of MOPF’s 4-6 staff team, the AC will coordinate MOPF administration and financial management and support the work of staff, Board Committees and partnership Working Groups. The position is funded through 2010 with extension possible.

Essential Job Functions Operations and administration o Coordinate operations/administration and financial management with MOPF’s fiscal sponsor (University of MA Boston) and Core Operations Administrator. o Maintain MOPF and subcontractor budget tracking, analysis and reporting systems o Assist in preparing progress reports to funders and others o Maintain/manage MOPF contact lists. o Coordinate day-to-day operations to ensure a well-functioning office, liaise with IT support, etc. o Receive in-person visitors and phone calls. Support MOPF Staff, Committees and Working Groups o Support staff, Committees and Working Groups in implementing MOPF programs, including: o Coordinate meeting/event scheduling and planning o Assist with materials preparation and distribution including meeting agendas and summaries, reports, outreach materials and other documents

Qualifications o Experience with financial and contract management; grants management experience a plus. o Proven administrative and office management capabilities. o Ability to organize and prioritize workload to meet demands in a fast-paced environment. o Computer proficiency with word processing, spreadsheets, databases, accounting software (e.g. QuickBooks), e-mail and the Internet o Solid written and oral communication and interpersonal skills. o Minimum 5 years relevant professional experience; BA or Associates degree preferred.

Responsibilities

You will be responsible for developing both traditional and online lead-generation marketing campaigns and web pages, as well as maintaining and updating customer databases. Our primary tools thus far are local advertising, tradeshows, and our website. We want to build a solid, ongoing email marketing program that is integrated with our other traditional campaigns such as direct mail and tradeshows. We want to attract more customers to our reliable parts and service businesses, to keep business flowing in even during the off-season. We want to take full advantage of opportunities to link to other sites and be included in other marine sites. You will also develop and run our search engine advertising and search engine marketing campaigns.

Because we are a small company, and because we believe in staying close to customers, you will also participate in tradeshows and sales efforts (meeting and greeting at the shows, pre-qualifying boat customers, and occasional retail sales counter work). However, your primary job will be to create and manage online and offline marketing programs and build a relationship marketing system for our ongoing sales and marketing efforts.

You will report to the president.

Experience

We require a Bachelor’s Degree in Marketing, Business, English, Communications, Public Relations or a related area of study, and/or 3 - 5 years of hands-on, Internet and traditional marketing experience.

We are looking for an individual who wants to become part of a growing business. Your boating and/or marine trade experience is not a requirement, but is preferred.

Strong project management experience is critical. --Excellent writing and communications skills. -- Must have knowledge of HTML and web technologies, including: content management systems, web site tracking software, Interactive technologies like FLASH and other multi-media, familiarity with browser differences and web design standards. --Must have knowledge of streaming media, browser plug-ins, programming languages, and industry standards. --Ability to work in a dynamic environment, and to handle multiple --tasks and meet tight deadlines. --Experience with customer databases, and sales force automation/CRM programs. --Team player

Salary range is $35 to $45K, with benefits.
